From 31 March 2023 – Racing decisions

Reviews of racing decisions will be heard and decided by the Racing Appeals Panel.

A racing decision is a decision of a Steward under the rules of racing to:

  • Take disciplinary action relating to the person’s licence (for example the decision to suspend a jockey for a careless riding charge);
  • Take exclusion action against a person (for example the decision to warn a person off);
  • Impose a penalty, whether monetary or non-monetary, on the person (for example a fine for using a whip in an unapproved manner).

Reviews of Racing Appeals Panel decisions will only be allowed where the original penalty imposed by the stewards is three months or more, and will be limited to an appeal of the severity of the penalty.
