Thoroughbred Traceability Rules

Racing Australia’s new broad set of traceability rules effective from 1 May have changed thoroughbred retirement and death notification obligations.

The traceability rules now require the manager or his or her authorised agent to notify Racing Australia within 7 days of the decision to retire or not commence racing of their horse.

The manager or his or her authorised agent must also notify:

  • the death of a named horse within 24 hours of their death
  • the death of an unnamed horse within 48 hours of their death.

A person must not dispose of a deceased horse without the written approval of Racing Australia or the relevant PRA unless a veterinary certificate as to cause of death is provided to Racing Australia or the relevant PRA.

Compliance with these new rules is crucial to ensure the racing industry maintains public confidence. These rules enhance the industry’s ability to track the whereabouts of racehorses throughout their life including after racing. The rules will also support traceability in the event of a biosecurity or emergency disease outbreak.

All thoroughbred owners and trainers must comply with their obligations under these rules. Owners and trainers identified as non-compliant could be penalised and referred to the QRIC Stewards for further investigation.

Equine Traceability Enforcement Standard

The ‘Equine Traceability Enforcement Standard’ (the Standard) is to ensure the effective enforcement of the traceability rules so that the Commission is able to safeguard the welfare of horses that are or have been involved in racing under the RIA.


The retirement and death notification process

Owners and trainers can lodge a notification:

  • In paper form posted to: Racing Australia Service Centre, Level 1, 400 Epsom Road, Flemington, VIC 3031.
