Understanding the Queensland Biosecurity Laws

Racing industry licensees are required to take an active role in managing biosecurity risks by ensuring their activities do not spread a pest, disease or contaminant.

Biosecurity registration requirements

If you own or keep one or more horses, you must be registered as a biosecurity entity with
Biosecurity Queensland.
You must register even if you don’t own the land where your horse is kept. 

Property Identification Code (PIC)


You will be allocated a Property Identification Code (PIC). The PIC corresponds to the land where the horse is kept. PICs are not owned by the landowner. The PIC is associated with the land where you keep your horse. You can register as a biosecurity entity and you will be allocated a PIC. Recording horse movement

All horse movements must be recorded and a compulsory movement record created when animals
are moved between properties in Queensland.

Biosecurity is important when travelling interstate

Licensees must ensure good biosecurity practices regardless of their location and tick status.

Your horses must be tick free before the movement commences. All horse owners have an obligation to report the presence of cattle tick in a tick free zone.

If you are transporting your horse interstate, refer to the agriculture or primary industries department in that state. If you are moving a horse across the tick line you must have your movement record with you. When moving a horse ensure you follow the procedures identified in the Queensland biosecurity manual available at daf.qld.gov.au.

Responsible disposal

Deceased animals must be disposed of promptly and hygienically and in accordance with state and local government regulations. Check with your local Council for specific requirements in your region.

Each code of racing has specific rules regarding the notification of deceased animals. It is your responsibility to be aware of the rules and to adhere to them.
